When someone is trying to build a brand new, NASCAR Cup Series team, the owners will talk about the security of owning your own charter. Security meaning that you know will be able to compete on a full-time basis, and without missing races because open cars have compete in qualifying to run in a race. As a brand new, NASCAR Cup Series team for 2021, Trackhouse Racing chose to lease their charter from Spire Motorsports.
The current No. 99's charter, in 2020, was the No. 77 part-time Spire car, but when Levine Family Racing sold their team operations to Spire, that charter became the new No. 77 charter for 2021. So the old No. 77's charter is being leased by Trackhouse this year.
And now recently, Spire Motorsports had sold 2 of their 3 2021 charters, one of them being the charter Trankhouse is leasing. Unfortunately, as business so often happens, Spire sold that charter without the Trackhouse owners knowing first, or even letting them bid on a charter.
Trackhouse owner, Justin Marks responded on social media that he had "learned about this deal when everyone else did".

All we can hope for, is that, a charter becomes available for Trackhouse Racing to lease or buy, because in their first season, they have put together a few good finishes in the first half of 2021, and have a lot of future potential in NASCAR.
